By that point the Shop should be on the map from 12 to 9pm except Sundays.
Else you could progress the quest "Naughty night in Vegas" with Tracy, get a relationship > 100, let her catch you watching porn in your office. That should also activate the sexshop.

It's only open at certain times so you're most likely checking when it's not open. It doesn't appear on the map at those times.
