Actually thought similar. Nodoka strategizing her way towards the True End seems likely, tbh. She's one of the only characters that is actively and successfully(?) putting things together in the background.
The Shapeshifter might be trying to do similar though, albeit she doesn't really seem to know what she's doing:

In retrospect, this really brings to light how Wakana, Osako, and Imani are kind of the odd ones out.
Also, just to make things more complicated if you're interested, Rin seems to see Haruka kind of like a Mother figure:

I've started around the 16.0 but I quit before the first beach event. I came back around the 30.0 update and it took me an entire month just to catch up. From what I remember, this game is currently the longest visual novel. Using the wiki or the guide mod is pretty much recommended. Most sandbox games I usually finish all content around day 50 but for this game, I am currently on day 900. I wouldn't play this game if you are looking for porn.

About 100+ hours at this point. If you use walkthrough, I mean. If blind? Have fun. Don't go blind though, use walkthrough and URM.
Don't expect much porn though, this game shine in story department, half of the fun is speculations and theories about lore of this game, heck, there was even broadcast at some point that span 64 episodes discussing theories and lore, that sadly ended about a year ago. So, yeah, it's a long game with great story that actually worth investing your time. Be aware that this game is denpa and developer will show you this in first few hours to scare you away.
