Since it's brought up in an event chain in which a reset occurs, and in the same event she brings it up Akira's perception is getting skewed on the regular, it's entirely possible that Uta was simply an early victim of the reset.
My reading of that conversation was that they were both crushing HARD on each other right before they figured out they were both girls.

I'd say Uta is always bi. First is that Uta is clearly susceptible to Chika's feminine wiles (Rough Cuts). Second is that according to Noriko, she's confirmed that every dorm room except room 2, 3, and 9 contains at least one bi (At the Edge of the Riverbank). Her survey was done by simply asking around but I highly doubt Io was the one that said yes I also like girls for dorm 7. Both of these took place well before Ami starts pulling questionable stunts.

If it's for the event titled "Toys", I would recommend using URM, give yourself the 49 points to the two characters that need it, then uninstall URM. A lot of people in the thread praise how useful and powerful URM is for this game, but what isn't always focused on is how easy it is to "uninstall" from your game. If you aren't looking to start a reread/hold control for an hour or two, then try using URM to fix your save, then remove it so you can continue a "clean" playthrough w/ guide mod. You may find yourself wanting it in chapter 4 though.
