Motorcycles aren't cars. Neither are busses, which he also doesn't seem to have a problem with. So it's not a "moving vehicle" issue, it's cars, specifically.
Dude, that's a pretty bigoted thing to say, motorcycles can be cars if they want, buses too, it's current year.
It could be one of those "year inside, minute outside" type of situations even if it's localized to the city. But I think someone did say "EVERYTHING IS GONE" in one of the happy scenes, so it being ten thousand years into a bad future is a possibility.
