When Chinami was very young she was able to get medical care thanks to an unnamed friend of Chiaki who pretended to be her mom. A while back, I speculated that the friend could have been Tsubasa. Thanks to new evidence, I now believe that theory is extremely likely to be true. Here's the original post:
If Tsubasa was Chiaki's friend, it raises an obvious question: why didn't she use her vast wealth to do more for the Chosokabes? For example, she could have paid for Chinami's care outright instead of only letting them use her insurance. I think Tsubasa herself gave us an explanation for why she didn't do more: Chiaki stubbornly refused direct financial assistance.
Shortly after Tsubasa hears the story about how Chiaki got help from her friend, she says that if Chika doesn't accept Tsubasa's aid, she's going to wind up like Chiaki. Based on what Tsubasa should know, this comparison makes little sense - Chiaki accepted aid but still died in poverty. On the other hand, it makes a lot of sense if she has personal knowledge that Chiaki rejected offers of more substantial help.
So it seems like Chiaki let her friend commit insurance fraud but wouldn't let her use her own money to pay legally, which is a bit silly, but I guess she drew a hard line on accepting money and that was the only other way she could afford Chinami's care.
In Yasu's first event in 0.48, Touka uses intimidation and her family's connections to force a doctor to give Yasu treatment as if she were a member of Touka's family. This is very similar to what Chiaki's friend did for Chinami, and enough details are repeated that I can't see it being a coincidence. Rather, the parallels are because the person who taught Touka to act like this, i.e. Tsubasa, is the same person as Chiaki's friend.I'm glad someone brought this up. She might be referring to Sekai, but I think it's actually Chiaki. Here's the line:
I can't remember if it's been established that Chiaki had a temper, but I imagine Chika is emulating her when she curses in Tagalog. You don't have permission to view the spoiler content. Log in or register now.

The friend is strangely intimidating and has connections; sure sounds like Tsubasa to me.You don't have permission to view the spoiler content. Log in or register now.
I also think this makes a lot of sense with Tsubasa's actions. The meeting at the hot spring always felt engineered, and she was remarkably quick to latch onto the Chosokabes as her "new daughters". My guess is she's been keeping tabs on them since Chiaki died and finally decided to get directly involved in their lives. You don't have permission to view the spoiler content. As for how they could have met, Tsubasa used to "sneak away" from her rich girl lifestyle in her youth:
