Honestly, we don't know who he loves most. He loves all of the girls in his own way. Even now, we are just at the halfway point of releases for the game. That being said, the top two actual love interests are Niki and Maya. And that's because they both are linked to Sekai. Niki was the counterpart to Sekai, after all. And Maya was her substitute (in more ways than one, since she's also the Akira to his own Sekai).
For the current Akira, Maya Prime tops everything else. If he managed to recover all his memories, then maybe it'd be between her and Niki (in a fairer match).
