I think it's Tsubasa, see my post here. Some people disagreed with that but I can't remember if they suggested alternatives.

If I'm not mistaken, the consensus was that it is most likely Tsubasa, since it makes the most sense and has been vaguely hinted at by her. She has the connections, money and power to do it and their age is close enough. I think there is just some slight question mark about why Chika would not recognize her as her mother's friend, but maybe it was mentioned that they never met, i don't remember tbh. Also what aramaug said.

I feel like she would have stepped in sooner if this was the case. Tsubasa couldn't keep her hands out of the cookie jar if it killed her.

You saw her in the first happy event (though obviously Sensei has too)
If you wanna see her again quickly replay "The Room with Clocks" keep holding ctrl until you get to the "GOD IS DEAD" choices, then manually click past the egg and wait the 10 seconds the game forces you to wait.
She hasn't had a major plot moment yet but as the game gets to be weird instead of the basically character introductions you're going through she will appear a little more.

They also had a somewhat wholesome talk where she basically admitted seeing him as her brother.
And they agreed to swap nudes of their exes.
But yeah, if that scene is actually going to end up with them becoming intimate, it would be kind of shoe-horned in. My bet is that it's just Sel being a tease and misleading us into thinking it will turn into anything more.
