had the same problem and used an old build, did the scene with Big Ray and saved.

Just make a random save at slot 15 and copy the attached file over the existing.
Ingame you have to go to work directly to boss Rozencrantz (no blinking star available).

have this bug been resolved? got it as well and what ever I did I couldnt get past it even made a new game and still got stuck here.

sorry bro, that's the only save i have.
a few pages back someone posted a save right after the eviction notice scene(working for marcus). it's a bit grindy to get to the abandoned house but it's better than nothing

Try the attachment (slot 50): go right after loading the savegame one tile to the right (the stone) and wait around 10 seconds, the next scene should be the beginning of the abandoned house.

You can go to the Red Light District and talk to (and do a little job for) Cloud (New Quest sign).
