Hmm I hacked her exhibition to 1 million and it didn't work. (just tried it again with the save with 1 million exhibition and nope, doesn't work unless she's pinned and orgasming.
Edit: her exhibition before changing it was 602 btw. I had grinded to 600 after it didn't work at 500 (had around 450 from a save from before)
Edit2: it likely has to do with using old saves. store.barrier_exib is the one that affects if she doesn't try to pull her panties up. Editing that and she lets them pull it down. Likely the new stat is independent of the exhibition you see, but started with 0 whatever

nobody14789 compared the save files when the stripping panties was allowed and when not - the other difference was barrier_exib was at 8 compared to the save where it did not work with barrier_exib at 7

Precisely what I found by testing. It's mildly annoying that there's a hidden exhibition stat that's seemingly unconnected to the exhibition stat that you can actually see in game. As I said, had the visible stat at ~450 from a previous save, played normally to 525 or so, then grinded to 600 with no luck. Edited the visible stat to crazy high levels and it still didn't work. Edit the hidden stat (prolly could of just played a few more times since it was at 7 honestly) and voila it works.

They're probably gonna do this full time soon, judging by the numbers of new subs(more than doubled compared to before this update). So that probably means faster updates.
