Many devs only push for an initial Steam release and sometimes it gets awkward with upcoming updates. Thing is Patreon will always come first except for the initial Steam Release but naturally it's cheaper.

Not unless specified, the dev released this as "Season 1", so there is a very good chance they release Season 2 as a DLC and you would need to pay again. There is no word yet on how they are going about it.
