Running v1.9, started fresh, Diana at 2, Hint is: Let's head to my bedroom. (Afternoon, your bedroom)
And I go to my bedroom in the afternoon and it's just me and Nina
So... what am I missing, is there some other quest/schedule blocking me that isn't listed? (Sarah is as one would expect at 5, and won't progress further until I get Diana to 4)

Yes, it's a bug which happens in the v1.9 if you progressed Nina before Diana.
I've fixed this for the v2.0, but here is a little patch so you do'nt have to start over again.
Download this little file and put it in the game folder, then overwrite when asked to.

It's kinda funny how this guy is so apologetic for a week of delay meanwhile so many devs are straight up ghosting their patrons for literal months. Next to being a content machine, small gestures like this can mean a lot. W
