It needs to be unlocked first by progressing both Catherine and Belle's stories, then it's in the "City" tab.

Aight found it.

On my device the old Android version save files were found in:
/storage/emulated/0/Android/data/com.domain.lifespayback/files

The new version's save files are found in:
/storage/emulated/0/Android/data/com.lifespayback/files

Inside that folder you'll find a "saves" folder, just copy it from the old one to the new one and your saves will be transferred, though when you first launch it'll popup a message saying the save was created on a different device, feel free to ignore it.

I used the Explorer app from the play store to access all of this.
