It's a tag with multiple ways of interpreting for sure.
Some games will have hundreds of stills, with one or two barbie-dolls grinding hip-joints in a rendered out 60fps clip. Many people think that's enough to have that tag, even if the bulk of the game is just static images.
Otoh, Light of my Life doesn't have any rendered out movies (except some swirly backgrounds in a dream sequence, but that hardly counts), but just about every frame in the game has scripted animation, blinks, sprites moving about, camera movement, etc. It ramps up more in the later chapters though.
So in that sense, it's more animated than a lot of games out there with the tag, although that won't stop people from taking exception to it. In some cases quite strongly even, like it's a lazy cop-out, instead of a lot of extra work.
