I can't say that I have actually heard of Blue Imps in this game. I am going to assume that you mean the imp groups in Submission, that spawn on the blue colored tiles near one of the fortresses.So do the blue imps no longer drop their respective transformation potion?

Dude is only in the Farmer's market on 1-3 every month. The bullshit thing is that his quest requires more than 3 days to complete. So outside of debug mode date modifying it takes over an in game month to complete.I don't remember that NPC right now... care to help?

For those imps, or any others that spawn on those colored tiles, as long as you meet their ideal, they will not have any TF potions on them.
In Elis, there's a dragon guy that pops up in the Farmer's Market only for the first three days of each month. Searching "combining spells" here comes up with this post, which uses the spells Flash + upgraded Ice Shard to completely remove the enemy's AP to permastun enemies. Those collars are designed to snap when you shove something big enough and deep enough into a person's mouth. So, walking in there with a 2 foot long pencil dick ain't gonna cut it.
