I just did the quest in the latest version and it worked fine for me. I bought all his stock of fruit in one go and it unlocked the rest of his dialogue. No idea why it's not working for you.

Nope. Strawberries, blueberries, oranges, and apples. None of them can be enchanted, and the only thing they transform is fluid flavor.
It could potentially be because I am using Loliphile's build, but I feel like either he or someone else would have caught it before now. I finally resorted to the debug menu.
Just debugged myself back a few days to do what Bipto said, to see if maybe something jostled loose since I got to this point. I have now bought his stock out twice over and I am still at 12 reputation.

It might be related to the slave affection/obedience bug that was on a previous version of the mod.

I think 0.4.10.3 was the last patch to add any quests (and iirc that doll stuff is supposed to tie into the main story, even if it's not a direct continuation), which was in... holy fuck, November of last year?!
This game is an AAAArghh game so you have to wait years for it to be developed.

Pretty much status quo with Inno, I think that is what gets me more than anything else surrounding the game. Inno is about are regular as clockwork these days, they push out an update and then disappear for months, usually after saying they are 'getting back in to it' and then going dead silent.
Personally I am betting on something being thrown out in November-ish, then going dead silent until April-ish.

The 'broker' that I normally go through has that shit on back order and a waiting list that is months long.
Loliphile, there appears to be an issue with the age settings in your mod. While it recognizes the min and max age range from your body mod settings, it only generates characters at the minimum age set in those settings. This happens even after adjusting the age preference in the base game, as the mod's setting seems to override it.

Known problem with the mod unforunately. It's been a couple months since there was an update, so I'm not sure if Loliphile can't find the problem or just lost interest in doing mod work on this dead game; which I completely understand at this point.

I have three questions
-How does one gain Tentacles? I've seen the TF options in menus, but its always modifying existing tentacles, not gaining new ones
-Is there a spell shop? Or do all spells come from quests. I've got Teleport and like, the base one but cant figure out how to get more

Enchanting food items should allow you to increase the number of tentacles. Might need specific food items, like the one for octopi. Otherwise you could also go the route of sliming yourself, giving yourself tentacles, then de-sliming.
Yes, you can buy most spells from the same shop which sells weapons in the mall. You can also buy items which grant you points in spell schools, to enhance specific spells.
