Not that you can tell by looks. Every time I hear this argument, I have to roll my eyes. You can't actually tell someone's age just by looking at their face. Some people look younger than they are, and some people look older. I was often able to get into "adults only" establishments when I was 16 and 17 years old without having to show ID, because I have always looked a lot older than I am. On the other hand, you have someone like popular cosplayer, AlisaPikaPika (see below). She looks like she's about 14, doesn't she? But she's actually 30 years old.
Yes, sometimes it's clear that someone is trying to add underage characters to a game and just call them "over 18", but that's not just down to things like height, muscularity, or how their face looks. Paul does not look underage. And, while I can't really speak for the developer, I'm confident that he was never meant to look underage.

This response of yours just amounts to the child's schoolyard argument of "I am right and you are wrong." There's no refutation here. There's no fact checking. There's no counter argument with opposing data.
The numbers I posted are correct. And anyone who wants to do five minutes worth of work can verify the numbers for themselves.
Again, you can't always tell just by looking. I agree that some people are trying to sneak around the watchdogs with various kinds of camouflage. But it's not nearly so widespread as you're trying to make out, and it's not happening in this game.
