Naturally? No, at least for now. With cheats? I guess that putting a lot of Weak and Sexy on Cecily and making her passive agains those factions you want her to be (or search a way of disable her of attacking). But i have the feeling that doing that ends looking glitchy or given you a error. About where: I don't know.

For the most part, you either need to be strong (Att stat high) to either break it yourself or you need to get to someone who can take it off you. Regarding the quest itself, you don't have to eat their food and get drugged. Violence is always an answer in this game. Your items should be in a chest near the SW entrance of the building if I'm remembering right.

Except the one you can find going to the south (based in the image, the same one that connects the sewers), no. Other holes you can find are just decorations.

Ah... I haven't done enough legitimate gameplay to rebirth, so didn't run into it yet.
I made an attempt below and incorporated it into the mod zips in my post above.From what I can tell, those values determine when the NPC is likely to become an aggressor (fucker/killer/assaulter). The programmer disables it by setting it to "sex": [65535,"="] or "sex": [999,"="]. Female seems to be 0, male seems to be 1.
Looking at various NPCs:
- RaperM: "fucker": {"sex": ["0","="]};
- Goblin: "fucker": {"weak": ["40",">"],"sex": ["2","<"]}
- CommonMootM: "fucker": {"weak": ["800",">"],"sexy": ["100",">"],"sex": ["0","="]
