The error message indicates that it is looking for it in your game's directory, so it should be in there. Any program should come with its needed .dll files or only use the ones provided with windows.

Another option you might check is if you antivirus quarantined that specific file when you extracted the game. You should be able to see that in its action history if that is the case.
