The Cartel is pretty much safe from the Rogues in the big picture. With O'Keeffe and Daughter the City Council can be modified to benefit the residents. The Mayor, in my scenario(THEORY) is going to be fun to bring down. Mr Family Values is too vulnerable to the Tracy/Jessy news not to mention Desiree and Ryker's possible love child. "Mayor's daughter connected to Biker Gang" headlines can kill a re-election campaign if we can find a better candidate to elect. Ryker is newly patched, he might inherit the "Enforcer" patch but not Prez yet(Sluggo). In relation to O'Keeffe and Daughter he might be a liaison to RMC Entertainment but not active on the board per se. I am going 2 ways on Yakuza: 1-Katana is looking for Rin but with the Obuyan being down her orders might be to locate and protect, 2- Katana is NOT Yakuza but on a personal rescue mission. Of course any story content I propose is theory and conjecture. Dim might have the local cartel head in a meeting with Willie when the club house gets an IED tossed through a window, RMC might get deep in bed with local politics or any of 10,000 different scenarios.
get real, town is in the middle of nowhere (not totally literally) and it has no access to sea so yakuza's not interested.
while i agree that a teamup between RMC & the Yakuza is unlikely,it has nothing to do with the location,which is (if im correct) a little bit more In-land then LA(a large coastal city)
