while i agree that a teamup between RMC & the Yakuza is unlikely,it has nothing to do with the location,which is (if im correct) a little bit more In-land then LA(a large coastal city)
Also a Assassin was dissipated after one phonecall so they have a presence in the area,which is also why the Hots spring owner had the contact and Said resort is even more remote then the town.

3 hours to Santa Monica, 2.5 hours to Long Beach and 2.25 hours to LAX from down town San Bernardino (Berdoo in biker speak).
