Which means you did something to gain those relationship points with Vanessa (easy to do, since you can gain a lot of points just by having her do slutty things or complimenting her). It doesn't mean you're tied to her path or anything. Right, but you can still gain relationship points with Vanessa while not on her path. So to avoid that dialogue, you'd have to choose options that do not give her points (you can enable the in-game walkthrough from settings if you want), which means in some cases, missing out on her sexy content. TTrick's thought process was that it's not really NTR with Vanessa at this time, because she's someone else's girlfriend. NTR off will prevent Chris getting with Ann and the choice showing up for inviting Emily's ex to come over. If you have a specific scene not covered by the above, let me know and I'll try to explain. I know you're not the actual dev, but what's the use in turning off the NTR at the start, if the game is going to continue offering choices for it? I mean I'd rather just have single choices. If someone turns it of, it's for a reason and continuing to offer it gets a bit annoying. I doubt anyone who turns it off is going to reconsider.

I see. Joey asking to get with Ann should only show up if you have NTR enabled or you are on Ann's hate route (the logic being, you rejected her, so shouldn't care who does what with her). If that's showing up while on Ann's path and/or NTR off, then I need to look into it and see what's happening.
