The current ambush mechanic definitely has some issues. I think the two main problems are that both suppressing and heavy fire are mostly worthless, so the only important thing is grenades, and the enemy has infinite grenades while you have 3. I'm not sure, but perhaps part of the issue is that your xp and equipment don't appreciably affect the damage you do with suppression/heavy fire - based on trying with different troop counts and equipment %, it doesn't seem to. Also, there should possibly be a counterattack option, if I have 50 troops and the enemy has 25, it would make sense for me to go on the offensive. The chance the enemy throws a grenade seems to be based on their current near : current total ratio, perhaps it should be current near : original total troops, so if they are down to 20 from 60 they are much less likely to have grenades to throw.
Maybe others have had a different experience, at least for me the strategy that won with the current system was to expand my army to 110 troops, which by the time we triggered an ambush had about 60% weapons and 80% xp, only use heavy fire to reduce the number of turns the enemy had to throw grenades at me before I threw one at their full army and moved, repeat 3 times and then just heavy fire until my army was wiped out, but the enemy apparently had lost enough so they retreated.
