He posted the release date announcement in the exclusive community group chat for Patreons 3 weeks ago. I'm expecting a delay announcement or a late release announcement in a few days like chapter 9 update.
That sounds about the same time as the post that you can see without being a Patron, or maybe just a few days later. I didn't know there's "hidden" stuff too (usually it's just "unlock to see this post", but you can still at least see there's something there).
The community chat notification came about a week later. The Devblogs in Oct says he was going to release chapter 10 part 1 first then part 2 later, but then week after he announced on the Patreon chat that he'd instead release the complete update instead and paused billing until it's released.
Yeah, I saw someone say it would be the whole thing - that's what I've got in my notes for the game. Looking forward to it... whenever it arrives.

It already was a weird statement to say "end of the month" given that he said that on day 21, basically one week to the end of the month...That's why I say "tentative" and "probably" together in the same sentence, it's just an assumption since he missed the Nov. deadline then the next deadline is obviously end of the month after.
