"Complete Edition" is typically used to resell a game that is already complete, to milk it out for what its worth, which may not be much, since it has to go the "Complete Edition" route. For example, Horizon Zero Dawn "Complete Edition" on steam. I bought that and all I got over the original version was literally digital art and a few bonus in-game items that didn't matter.

Yes, but it's not updated to the newest version, the complete edition just literally came out (2 hours ago), give it some time.

New version came out and it's not up-to-date yet, and I think the dev updated their own links (to the public version, then mod updated links to the complete version), and un-linked it.

For this type of game public release (which what was here) is usually a demoish and has some contnet removed and the complete edition is the stuff that is paywalled. There are tons of these type of games, that have normal editons then have another edition, eg EXRTA, SE, etc.
