Got that also on my Steam version, also before Minami even shows up she is at both D&D games. I just shrug on my move on.

Yes. I'd rather an extra person be there than not, like one game I am playing now where 3 characters do not show on the screen when talking to them.

You can't, you'll either need to increase it with the developer console or mod the game so you can do both maid and gamer Bree.
