Yes, but it's very bare bones, and it's still in the experimenting phase, last I checked.

You unlock it the same way you unlock NG+. Get a non-bad end. Marry one of the girls.

I am trying to get "Taming Harem" with Kylie and Ayesha. Kylie attacked Ayesha in the gym, now, according to wiki, I need to trigger the restaurant date with Kylie and Ayesha. If I remember it correctly, I need to talk to one of them and click on a button that looks like the head of the other girl. But I can't get that button to show up.
