It's no a save or settings issue. It's a game issue as far as I'm aware. Old versions and saves doesn't have it yet this version of the game does.
I am asking if there is another way to unlock her other than Kylie stalker route. It seems that it is supposed to be possible to unlock Camila through Amy's submission events, so I am asking if it works now or not.

At the moment, Camila can only be unlocked through Kylie's stalker route. Any other ways have not been implemented yet.

I suggest using the game's Wiki for details on setting up other harems, some of which shouldn't even be called like that as they're simply just a few sex scenes involving more than one female character, nothing lasting, like the Home Harem or the Office Harem.
Speaking of the Office Harem, it's quite complicated to set it up, as you need to get rid of Dwayne forever first, which means you'll need to make Cassidy your pet, learn karate, meet Cherie and... please see Wiki to fid out more. Then you'll need to carefully build your relations with all the girls in the office, making sure you don't fuck them within the space of less than 7 days between each until they're ready (meaning: have enough LP and KP). The only exception is Cassidy, who does not become a part of that Harem, even though as your pet she'd be spending half a day every workday in your office, sucking cock and getting fucked. It's hilarious when, once the Office Harem is all up and running, you can have a midday office orgy with the four other girls and Cassidy's just, I don't know... standing there.

Are you by any chance using the Collab Mod cause if so that might be what's causing it. I used the mod once and it changed Bree's name for some reason.
