Well, some people like to play as females. Some people actually are females - yes, these mythical creatures really exist. Some see any game from a "third person view" anyway, meaning they don't insert themselves into a character at all. I personally do not play as a female myself but I can easily see the point of a femprotag.

I don't think this is a bug with collars, I think this is a bug with gifts given as part of a birthday date. I noticed a similar issue when giving an appearance-changing dress during a birthday date. You should be able to gift Bree a collar normally (i.e. any time not during her birthday date) to "fix" the issue.
Steam doesn't get the weekly Patreon builds, but does get updated every month, usually on the last Monday of the month. Though, as a warning, make sure to enroll in the beta (Properties->Betas->select the beta from the drop down menu) if you want the update right away. Otherwise, the main Steam build updates a week after the beta.
