I cannt figure out how to trigger going after the thief. How do we start to track the thief? I am feeling like such an idiot.

after you get the brothel in the you need to first buy a room then game gives you new option"NEW WHORE"
you can get a 10 rooms then 10 whores

first you need to go to town hall then get a camera again town hall after that you will trigger the thief

It happens at random, just one night Liza gets followed and you capture the thief. Same as with killing the creature in the forest.

Some examples:
* You need 10K for the locker room in the gym and still you have to pay 50$ per training session, you stop the shake-downs, still pay 50$. I would think 10K makes you an equal partner and one of the perks is free gym time.
* You need 30K to make the sheriff an honest man again
* You can get robbed in the woods but the robbers always seems to have empty pockets so it is never a win, only a loss or draw
* Also for some reason installing/renovating a room in your brothel gets costlier the more rooms you already have because fuck logic (I think it's around 250K total for all the rooms)
* Liza sometimes handles 30+ customers and my brothel of 10 can have a wave of 47 customers but you can only visit the thief in the basement once a day because she is tired because again fuck logic
EDIT extra: you also can't stop Liza from getting robbed or beaten
