It's impossible. The most you can do is to view media files in folders, if you have the necessary programs for this. But to be honest, I can't imagine an operating system that doesn't include a browser. I keep a separate browser for these games, which was installed exclusively for these purposes.

It is public on the dev's website. Dev updates the offline version that's posted here at their whim, so it may or may not be updated again any time soon.
