In between messing around with her via the doctor, and all the home activities. With enough corruption it should unlock.
Attached is my save with everyones outfits unlocked... as far as I can tell. If I am missing any just let me know. Also I havent figured out how to unlock all the images within the computers gallery. Help is appreciated.

It works the same way for every costume. You need to see all the scenes with the previous costume to unlock the next one. There are scenes in the school toilet and during the lessons. Also there is a scene with her and her mom when they visit you at home, but I'm not sure if it's available for level 1 costumes.
