First of all, you need a zip program, like 7zip. Install it on your PC.
When you're done, right click on that folder and select 7zip -> extract here.

To buy the tuxedo at the mall, you must first send a message to Veronica to invite he (Saturday or Sunday 5 pm/6pm).
Then the tuxedo will be unlocked at the mall.
