I've just played it and OK, this one lands high on my favourite RPGM list.
Strangly, it strongly reminds me of this movie:
and Sandra Bullock could easily play main role of Manila, if there would have been movie adaptation of this game 20 years ago.
It's like playing strange, porny version of this film, mixed up with
Kill Bill (martial arts tropes),
Children of Man (dystopian setting with low fertility) and
X-Files (alien-human hybrids Mulder was looking for are here!). Production qualities maybe aren't high, but it's very engaging and even tedious quest mechanics do make sense masked in form of boring daily paperwork cop routine.
Overall, during my gameplay I was always interested about what new day brings to MC experience - not only sex, but also when it comes to case solving and general city politics. So yes, the vast entertainment potential is here and playing dirty cop may be fun in first run. When it comes to re-playability, it's also very good, as you can think how losing or winning certain fights can change sexual dynamics and calculate when to lose or win to get different outcome. It's not that obvious at first run and although I'm not completionist, I was wondering what would happen, if I sort things differently.
I think the only missed opportunity here is lack of humor. This game should be bursting out with cop jokes / classic cop movie throwbacks, because it's bit too dry in this... department.
And please defund the police, so Manila could finally go on patrols in torn uniforms!
