For those of you who are getting the error failed to load img/variable/Hud_4_gauge.png, what you have to do is go into the folder and duplicate the Hud_4.png file and rename the duplicated file to the one with the error.
Look at your NPC locations. You should see Emma and Scarlett in the library at 1600 and 1700. Just come in from the pool side. It should trigger.
