If you're trying to do it for chapter 5, it doesn't work, that feature has been removed for some reason. That's why video pack 4 doesn't exist. If you want to have access to the whole gallery, you'll need to keep Ch4 around, and add those files to that part's "game" folder. There are such folders in "images". I also tried to throw video packs in them, it doesn't work.
That's it, I found the reason. In each ".rpy" file I changed the value 0 to 1. In the folders on the second screenshot.

Chapter 2 is a dumpster fire. No one should have to complete it. Just start chapter 3 and use the old video pack to get the chapter 2 lewd scenes.
