That's wrong. Netorare is about the protagonist, the main character, being cheated on. That's it. It's not about the player cheating, or being raped, or whatever, it is specifically the person from whom the game or manga or anime or whatever is perceived from being cheated on by their partner, typically with them finding out. If the main character is stealing someone elses partner it's Netori, and if the main character themselves is cheating then it's just that. Cheating.
Of course that means that this game, regardless as to its title image, is not NTR.
Edit: Unless her boyfriend or whatever is sleeping with other girls of course.
Per the definition of NTR on Danbooru (while not the end all and be all of hentai, is still a relatively popular and reliable board):
"A form of cheating in which someone close to the protagonist is either willingly or unwillingly seduced and stolen away. This isn't necessarily limited to one's lover, but may also include friends, unrequited love interests, or even relatives.
NTR is intended to arouse feelings of jealousy, abandonment, hurt, and heartache, among other negative emotions. The narrative, dialogue, and such in these works often go the extra mile to incite and reinforce these emotions.

In this case, our protag is the unwitting target of unrequited love, therefore making this NTR.
