DMCA prone just means that the author scours the web in search for his pirated stuff to get it removed, it just means that probably the links will go down every once in a while and will need to be reuploaded.
Not sure about the archiving structure with years and download section, but I think the "download" section is just his old stuff (up to 2022), and the most recent works are divided in the yearly archives.
