yes you can rescue her before anything happends. In my playthrough he never did anything with her, it probadly depends on how you deal with the hospital, he was not even in the apartment when i rescued her.

just try a room at the hospital if it is wrong room then roll back try another when ruby is finished connor remarks she was very fast.
