That's because she has to be at 25 (and also because it's not implemented yet) and the most you can get is 22 at the moment.

That's a known bug (in some older saves, but not on a new playthrough). You can only get to 22 right now. I spoke with Faerin about it earlier since we had a player come onto Discord with the same problem. Faerin said it will be fixed in the next update.

I beg to differ, since I work with Faerin, so I'm 100% correct... As I had just mentioned here, that is a known bug which will be fixed next month.

Lost my saves, decided to star from the beginning. Noticed how the girls became Madeline's "students under exclusive program" instead of daughters. I swear that in previous version it was daughters, which made them half-sisters to MC. Is step-cest/incest gone because of Patreon or some other reason?
