Because the reason jp devs like rpgm so much is because most of them are doujin circle artists with very little understanding of coding. Forcing them to move off rpgm will not make you any happier as they will just go back to doujins and cg sets.

I suspect it is possible to just switch off combat in RPGM. Replacing it with a prompt "do you wish to lose to this orc? yes/no" seems trivial.
Also, games coming out much faster than they can get decent translations isn't a good sign.
