Found the issue. Reapply the patch and on the next upgrade it will fix itself.

I reapplied the patch and tried to upgrade the gear and it still shows as lvl 1 with no stat upgrade/increase.

Well idk how but I somehow managed to figure it out a year later. Update to latest and upgrade to fix.

Still not working here.
And its not just the staff is the weapons /armor etc for all chars.

It is not only the staff that remains lv1 most of the girls' weapons and armor reamin at the defult lv you recruited them so you basically play the game nerfed because the stats do not update.

i wonder if it was cut from english version because chinese version has it. i found an older machine translated version that has it. well guess need start new game for what missed but to bad the updated version seems to not have the other girls

I know dazed tl haz the other girls scenes.
As u recruit them to the party , you can interact with them in the guild(exclamation mark) and they eventually get a heart icon on top of their heads that leads to specific scenes with those girls.
sometimes u also get end of the day exploration quick scenes.

But since the steam version was published by Dieselmine wouldnt be surprised if they removed content.(they do that a lot in their "official releases"

Here ya go guys, the real Steam patched version (aka the steam version patched with diselmine offsite patch that restores the entire content and not watheve ryuugames uploaded on their website)

PS:I ran the steam version, and man the english is low tier machine tl, at some points you cant even understand what they are saying (and its still censored) so i would say stick with the dazed TL.

If you want the steam version (which i wouldnt advice since the tl is very bad and with a lot of bad text wrap in comparison to the dazed tl).

This is the version i bought of steam and patched with the offsite disielmine patch.

The version that got uploaded on the first page is a unpatched version of the game taken off ryuugames, which is missing all the h scenes with the other girls (aka the actual full restoration patch).

You can easily see the diference if you try to acess the gallery option. (the OP links gallery is much shorter and only contains the scenes with the main character everything else is disabled/erased from the game files)

It's sad, stuffs like these should never have been published by Jap dev/publishers on steam. The way this is handled, mean they never get uncen or proper translation.
What a waste of a proper title, one of the rare milf stuff from Ressentiment. (The AV + brothel Ririka one is godly as well, not on F95 btw)
