Unless it's from the same developer, someone else couldn't take those characters and make their own game.
Technically change the hair colour and the colour of the eyes and they are different characters.
That wouldn't be a problem, really, but I guess that you are talking about the legal aspects.
In this case I gotta say, that is not what people care the most about here - if you look at any game page, I am sure you will find at least ten parody games and those are characters that would end people's lives if the owners' lawyers came after these small time developers.
That said, I kind of doubt that ICSTOR has paid for all the assets they use.
But really, if we want people here to stop breaking the law, I think under!age shit is the first that would have to go. That stuff will definitely be able to close the entire site down and there are hundreds of games that violate the legal "minimum obvoiusly visual age of 18" rule because the operators of f95 think that their own rule 7 actually is the one that applies.

Does anyone know how to get the night vision camera? It never showed up in the store at all.

The patch is not finished. It's not really worked on either. Its dev worked on it extensively at the end of 2023 when MC's [COMPLETED] version came out but after a few months the pace of work dropped down to zero. For over a year this dev periodically chimes in here to say the patch will be completed, that it would only take them about one more week of work, etc. etc.
It's extremely common with adult games and mods to reach a state of limbo where the dev shows signs of life but they produce no meaningful work for years (or ever again). It happens even when they regularly get fed money by paypigs, let alone when they do the work for free. In this case the work is 100% for free so you'd be very wise not to invest any hope and wait for this patch to be completed. It's more likely we'll get something that gets called [COMPLETED] but it's actually just an unfinished mess that will only disappoint, like the "completed" Milfy City is.

So, how much content is there for Lily? I just came (lol) to the 'cheat on Sara' part and of course I stayed the course for Sara, but I have also played through the BJ option with Lily and then I see her path get added to the phone, just not sure if that's worth exploring or how long it would take to run through it.
Second question for today - does anyone have a list of actions to take to get each gallery bit?
I like to at least try to get them myself before using an unlocker.
For instance, what is the final one in the list? I thought maybe it was one of the options in the final Sara sex scene (before her path is finished), but I tried a few of them and that last one is still locked. I have so many saves that I think I can go back to get every one unlocked the right way, I just don't know where to go.

Just keep playing all the routes.
Do you mean the pictures or to replay scenes?
For the pictures there is a guide to all the locations (don't have the link in hand but its in the thread)
For replaying scenes keep doing the routes and to see them go to your pc and click gallery
