Also I posted another inquiry about the game in anticipation but I can't seem to find it. I downloaded the game at version 0.3b, so when the new update comes out and finally unzipped, do i I just drag it over to the game file and it's applied?

We can assume there'll be more secret cards, but no one's going to know until it's released (unless ICSTOR stated it somewhere).
Just delete your existing copy and extract the new version, don't merge them (unless instructions specifically tell you to), who knows what garbage that will leave.

renpy has a backup save inside window register, so you ok to delete all

Well they're actually stored in %appdata%\RenPy (or ~/.renpy), but yeah it keeps a backup.

That being said though, did ICSTOR ever say what older scenes were getting the new animations? That might actually compel me to restart the game or at least start a new save game!

See my post right above yours. You don't need to do anything with it, the game will automatically find and show your saves. You can test it right now by removing/moving your saves folder and running the game, they'll still be there.

So I finally got around to playing Milf's Villa (thanks to whoever made that RenPy mod - I literally could not have played a game that big using RPGM on my computer) and I've noticed that Milfy City is pretty unlike the other games in terms of the amount of rape in it. Granted there is still some rape, but Milfy City is much much more toned down in that regard. While I kinda throw these games into the category of 'Sexual Misadventures' along the likes of My Sister Mia and Timestamps, Milfy City has much more of a romantic element to it, which I like a lot. Still some rape. Can't gloss over that. But it could get pretty brutal at times in some of the other games. Like how the mom and aunt in Incest Story were clearly horrified by their predicaments, or when Sis in Milf Control learned she was being mind controlled, or how Christine in Milf's Villa is genuinely traumatized by the ordeal. It kinda gets to be a lot for me, so this game strikes a much better balance between willing partners and consequence-free sexcapades

Its not only you buddy,alot more people me included enjoy the lighthearted more romantic kind of approach of Milfy City,the numbers on ICSTOR's patreon confirm that.
