That's a few of you now saying this. Odd really, considering it works ok.

Here's an image (restarted the game to get the bins (to show you)
Do this BEFORE going there. (I didn't bother to go there before I got the bins, as they weren't in the game as such when I first played this game)

1. Ensure it is the afternoon.
2. Open Inventory.
3. Select binoculars [ensure they are selected, it will say so] then click on the window, or anywhere on screen.
4. You don't need to do anything else with them.
5. Click on the window

Click on the window and you'll get this onscreen

Update. If the neighbours house shows up before you get the bins, then there's something wrong, as they don't show on the map at all prior to this. Their location is only available AFTER this scene.

I'm thinking the binocular stuff/spanking was all last episode, which is why it wouldn't kick in for this episode. Once I ignored that on the walkthrough and went to the next item (Morning >Map >Neighbor's Home) everything came into play. Even did the optional second visit to the home.
