If anyone still needs a fix for flickering screens in cutscenes, here’s a quick solution—without the flawed suggestion from the developer:
Press Shift+G in-game
Select ANGLE2 or GL2 Renderer
Set the framerate to 60 FPS
Enable Tearing
Restart your game for the settings to take effect!
I didn't test any other settings here so maybe just changing the Renderer is enough here. These are just the settings I use.
