IIRC you can't capture them the first time you fight them, or maybe you just need higher level pills. You definitely need higher level pills though.

Is there a way to trigger the elf fight again? I forgot to capture her

She reappears in the same area except at the lake instead of at the flower bed. You can't capture her on the first fight anyway.

Does this the continuation of Milky Quest? Do I need to play that first to understand the story in Milky Quest II? Or is it just same series with completely different story?

You don't need to have played the first one to understand the story (if you can call it that) of this one. It's completely self-contained.

I'm confused on the capturing mechanics. I have captured a few monsters like the honeybee and such but I can't capture the very first enemy type (the weakest green fairy girl) even when they have 1 pixel of health left. They always break out. Is it just supremely bad RNG? It's fucking infuriating because I keep running out of monster pills so I have to farm up materials to sell to get more and I have done that loop at least twice just trying to capture the very first enemy.

Sounds like some kind of bug, the rng shouldn't be that bad, especially not for the first enemy in the game. I even tested it just now and captured one with half her health remaining.
