I would assume that if alternative bases of operations are going to be added, the capital would be the most obvious place for one.
Is it possible to add the ability to create your own base so that the entire harem moves there?

Anything about bases or moving characters is going to be something for the future. how all that is going to work out is something that won't be dealt with for years. Pretty sure a base is gonna be late game content so There's at least the Labyrinth, the Capital, and the Capital's Casino-dungeon (plus anything else Threshold wants) to worry about before bases and what have you.
It's totally possible but, if you want it, you gotta it yourself. I doubt anyone's just gonna do it for you outta the goodness of their heart. especially not me. THICC THIGHS FOR LIFE!!

That reminds me how I'd really like to see, once we get them both to love level, convincing Kotone to tell Feng the truth about their history. I know she's already got more content than most other girls but it's so sad how Feng doesn't know.

That is one option I'm never picking assuming it gets created, which I don't think is likely since it seems like both Thresh and most of the fanbase (myself included) aren't too keen on emotionally hurting the girls. There are really few "bad routes" in the game right now I think.

Kotone says that she's tried to be friends with New Feng, but hasn't been able to do so, but I think that this is because of her guilt getting in the way, once Feng knows the truth and forgives her (Kotone thinks she will hate her but I just can't see that) they can become friends again. For Feng's part, she's clearly really upset by how distant Kotone has been to her, it makes you wonder if subconsciously she does remember her old friend even if her memories have never returned consciously. Plus on a more selfish tack I really love the thought of spending the night cuddled up between the two fluffy beauties.
Well, I think it is a bit more complicated. Imagine if your very close friend, which you know for many years and have some local memes and stories, just lose their personality. They have the same body, the same voice, but at the same time they have a different character. Moreover they don't remember anything from your relationship. I think it is just psychologically difficult to build new relations with this new person, while they remember you about your good old lost friend with only their existance.I don't think that would happen, I'd expect it to be about bringing them back together. But on a happy note I think it is possible for Kotone and Feng to be friends again. Maybe we need to help Kotone to step over her sorrow memories, like we did with her tail. And I also think Feng didn't lose her memories completely, if you remember her dreams about her past life and nostalgia thing. Maybe conversation with her about who she really is and some hypnosis sessions to force her remember all her dreams will help. It isn't a perfect method, I think, but it can work.

She hasn't lost her personality, just her memories. I don't remember her dreaming about her first life, though.

I'd argue personality is 20% what you were born with, 80% what happened since then.
There's no way to break the statu quo, in my opinion. Sometimes what's left behind is lost forever all the truer when it's in the grave, I'd reckon

I would say nature gives you some fundamental traits which makes your essential personality and then your life experiences makes the other part of your personality.
If my best friend would lose his memories I think I will have a great relationship and eventually be again my best friend, because the basic traits of the personality still there, regarding the loss of memories.

I'll agree that she didn't lose her personality completely, even Kotone says that "She even acts like her sometimes too...", but it is a small part of her character, that she was establishing for many many years.
Sometimes, when you cuddle with her at night, she starts to howl at moon. Try "talk with her" option.
I think nature parts of your character, that you get from your parents or your species (if you are a white wolf girl fo instance) are much less significant than parts that you recieve with time you live. You can be lazy like your mother or have same gait as your father, but you may react different in same situations with another life experience.
P.S. I find it great, that a game, considered to be just an erotic porn 18+ game, have such depth in itself.
