as far as i know she is the only enemy that scales with the player.
so i think she is someone extremely powerful, and just scales herself down so she is "allowed" to fight you.
Besides the japan thing mentioned before, U.S. is also doing legislation against them (even if the bill is kind of shitty). Try not to doompill too hard.
