I'm a bit confused. How much of part 3 has been translated? Has part 3 officially launched even?

yep. I mean if you want the most "perfect" human translation. Most of it is already merged with most part 3 link you can find but there is some old content that is missing (like the recruiting line during fight)

The part 3 completely is translated with MTL (missing spots here and there, as in, some names are untranslated and whatnot). If you want to wait for quality translation - sure, if you can compromise on MTL translation (which is MUCH better nowadays because of AI) then no need to wait, you can already play it.
I, myself, currently playing this one. No need to do anything, just download and play.

2 choices after the end of a route. Restart from the beginning of the story or get back just before the big choice of your route, then you can choose the other side. Every time you can pick a 3 route to see a "bad ending", but after you did the 2 routes the 3rd choice become a new route with a lot of content (I say probably 2/4 of the game is in this "chaos route")

for the 1st question my only answer is yes you can have this you just need to go on the discord, find the last version of bob mtl and patch a fresh instal of the game with it.
In my opinion the work is not worth it and you can just delete most of the patch folder content and just skip the mimic room.
Nothing should break your save (if you don't try to run on 3.03 right now)

Someone said earlier there might be a bug with the humans. I tried it before with no humans and it worked.

U will be given an option to start from beginning or skip straight to the big choice. If u pick the latter it will give u an option to pick ilias or alice (not sure if u need to unlock once with each character or not).
