Vargas'work involves 3 categories :
- His Original characters ( like Harley ).
- Characters from popular video game ( and sometimes TV show )
- Characters from popular AVN here ( Being a Dik, City of Broken Dreamers, Summer's Gone...)
While Harley is indeed an original creation and one his favorite, Quinn isn't. She's a character from Being a Dik that I have personnally requested a couple of times for my commissions. I don't think he has ever done anything with Harley Quinn, from DC
I guess the fact his OC male character's nickname is V might lead to confusion with V from Cyberpunk but except for that, most of the names don't seem so overused to me. Do you have more examples ? Here's his Original characters :

At a closer look I realized the blonde Quinn wasn't Harley Quinn. Though the images did resymbol her professional doctor Quinn look to a degree.
Never the less, my peeve is mainly the frequent use of popular established names as names for his original characters.
Examples: Quinn & Harley, Jill, Samara, Kasumi etc.
If MrVargas did exclusively original characters, it wouldn't be an issue (for me). As I wouldn't have to worry about separating franchises to sort as they'd all be MrVargas originals.
However, since he does in fact also create renders of established characters (which again, I do indeed like both so I take NO issue with that) I just do not like the names he chooses for his original characters.
Not to try and sound too unreasonable, I get it. There are only so many names, and basically any name could be connected to some franchise. It's just... Harley, Jill, Samara... names like that are pretty synonymous with the popular characters whom appear frequently among many artists works.
This is just my personal vent on the content (again, content I do like from an artists I do like). It is an opinion.
